〜にしたがって / 〜にしたがい

as… (changes), …also changes / in accordance with… / following…

〜にしたがって has two related meanings. (1) With a verb of change: "as X progresses, Y also changes" (寒くなるにしたがって – as it gets colder…), just like につれて. (2) With a noun such as rules, instructions, or arrows: "in accordance with / following X" (説明書にしたがって – following the manual). The core image is Y "following" X.

Neutral to formal; more common in writing than につれて. にしたがい is the formal written form. The "in accordance with" use is frequent in instructions, business, and legal contexts (規則にしたがって, 指示にしたがって).

   こうじがすすむにしたがい、しゅうへんのどうろはじゅうたいがはげしくなった。

   As the construction progressed, traffic jams on the surrounding roads got worse.

   にしたがい is the written form.

   矢印にしたがって進むと、出口に着きます。

   やじるしにしたがってすすむと、でぐちにつきます。

   Follow the arrows and you'll reach the exit.

• 〜につれて

  Parallel change only; cannot mean "in accordance with rules". Compare side by side

• 〜に伴って

  Formal; a change that accompanies an event or trend (人口増加に伴って). Compare side by side

• 〜に沿って

  "Along / in line with" a plan, policy, or river (方針に沿って). Close to the second meaning. Compare side by side

• 〜に基づいて

  "Based on" data or facts (調査結果に基づいて). Compare side by side

  The noun must be instructions, rules, or something to follow (指導, 指示), not simply a person.

For the change meaning, the second clause often has も and a verb of change (増える, 減る, 変わる, 〜ていく). In instructions, 〜にしたがって + てください / 〜こと is the standard form (指示にしたがってください also works). Kanji 従 is often used in formal writing: 法律に従い.
