Meaning
As… (progresses) / in accordance with…
〜にしたがって has two meanings that share the idea of "following". (1) As one thing progresses, another changes: 山を登るにしたがって空気が薄くなる. (2) Following rules or instructions: 説明書にしたがって組み立てる = assemble it according to the manual. In meaning (2) it comes from the verb 従う (to obey).
Formal writing and speech. Meaning (2) appears in instructions, contracts, notices. Written: 〜に従い.

- For parallel change, にしたがって and につれて are both correct; the test usually offers only one of them.
