〜によって attaches to a noun and has four common meanings. (1) Depending on: 国によって習慣が違う. (2) By means of: 話し合いによって解決する. (3) Because of: 地震によって家が壊れた. (4) The doer of a passive verb: 聖徳太子によって建てられた. In all four, the noun before によって is the thing that decides, causes, or does the result.
Formal speech and writing, news, academic text. により is the written form; による + noun modifies a noun (地震による被害). 〜によっては = "in some cases".
