Meaning
Reports a command, request or advice indirectly: "tell someone to…".
〜ように言う reports a command, request or piece of advice without quoting the exact words: 母に早く帰るように言われた = "I was told by my mother to come home early". The original words may have been 早く帰りなさい or 早く帰ってね; ように turns any of them into an indirect "tell someone to…". The verb before ように is in the dictionary form (帰るように) or the ない-form (飲まないように). Instead of 言う you can use 頼む (ask), 注意する (warn), 伝える (pass on a message) or お願いする.
Reporting instructions from doctors, teachers, parents and bosses; passing on messages at work (〜ように伝えてください); and describing requests you made (友達に手伝うように頼んだ). The passive 〜ように言われた ("I was told to…") is extremely common in everyday speech and in the exam.

The direct quote and the indirect version mean the same: 「早く帰りなさい」と言った = 早く帰るように言った. The indirect version is more neutral and does not show how polite or rough the original words were. With ように you can use many speech verbs: 頼む, お願いする, 注意する, 伝える, 命じる, 勧める (advise). When the speaker of the instruction is unimportant, the passive is natural: 空港で、荷物を開けるように言われた.
JLPT N4 tips
On the exam
- If the blank comes right before 言われた / 頼まれた / 伝えてください and the content is an instruction, choose the dictionary or ない-form + ように, not the て-form or と.
- A favourite trap contrasts と (statement) with ように (command): 休むと言った = he said he would take a day off; 休むように言った = he told someone to take a day off.
