Meaning
about… / concerning… (the topic of speaking, thinking, or investigating)
Both 〜について and 〜に関して mean "about (X)" and mark the topic of talking, writing, thinking, or investigating. について is the everyday choice and points at the topic directly. に関して is more formal and slightly wider ("in connection with X"), so it suits reports, announcements, and official writing. In most sentences they are interchangeable; the difference is register and how tightly the topic is focused.
について: speech and writing at every level (日本の歴史について話す). に関して: formal speech, business, news, academic writing (この件に関してはお答えできません). Both also have noun-modifying forms: についての / に関する + noun.

On the exam
- In 文法形式の判断, decide whether the blank marks a topic (について / に関して), a target (に対して), or a viewpoint (にとって). Verbs like 話す, 調べる, 書く, 考える take について.
- If the noun-modifying form is needed before a noun, the answer is に関する or についての, never に関して / について alone.
- When both について and に関して appear as options, the sentence usually tests something else (e.g. に対して vs について). Look for a clearer distinction in the other options.
