Meaning
when it comes to (a skill or field), nobody beats…
〜にかけては singles out one field or ability and says that in that field the person is outstanding (or, less often, hopeless). The speaker is usually praising: "When it comes to cooking, nobody beats her." The second half almost always contains a superlative or a comparative such as 一番, 誰にも負けない, 右に出る者はいない.
Both speech and writing, whenever you evaluate someone's specialty: sports, cooking, memory, negotiation. It sounds a little more emphatic than については. In job interviews, 〜にかけては自信があります is a natural way to state a strength.
