Meaning
from the viewpoint of; judging from
〜から見ると / 〜から見れば / 〜から見て means "seen from the viewpoint of…" or "judging from…". It works like からすると: the noun can be a person or group (a foreigner, an expert) or a piece of evidence (footprints, data).
Both registers. から見て is the compact form used before a conclusion; から見ても means "even from the viewpoint of". Because 見る suggests observation, it is especially natural with visible evidence and with outside observers.
