Meaning
from ... through/to ... (spanning a range)
〜から〜にかけて means "from… through/to…", covering a span of time or space whose edges are not sharply defined: heavy snow from tonight through tomorrow morning; an earthquake felt from Kanto through Tohoku.
書き言葉寄り, typical of weather forecasts and news, but also fine in speech. Because the boundaries are vague, it does not fit exact schedules ("from 9:00 to 10:00"), which use 〜から〜まで. The verb after it describes something spread over the range.
