Meaning

from the standpoint of, judging from

〜からいうと / 〜からいえば / 〜からいって means "from the standpoint of…, judging from…". The noun before it is a criterion or angle (experience, position, results, character) and the second clause gives a judgment made from that angle.

Both registers; common in opinion statements. The noun is a viewpoint or criterion (経験・立場・成績・性格・結果), not a person. To say "from my point of view" use 私からすると or 私にとって; 私からいうと is unnatural.
