Meaning

on the premise that …; assuming …; with … as a precondition

〜を前提に says "X is taken for granted as the starting condition, and everything that follows is built on it". 前提 (ぜんてい) is a premise or precondition. If the premise fails, the whole plan or arrangement falls apart. It is the language of plans, contracts, and negotiations.

Business, legal, and academic Japanese: proposals, contracts, engineering specs, research papers. Also in the fixed phrase 結婚を前提に付き合う (dating with marriage in mind). Rare in casual speech, where people say 〜ということで or 〜と考えて instead.

    If the premise fails (someone drops out), the booking may be wrong.

The verb forms 前提とする and 前提にする mean "to take as a premise"; the noun 大前提 means "the basic assumption". In contracts and specs, を前提とした N is a compact way to state design assumptions (長期利用を前提とした設計). Native writers often make the premise explicit to limit responsibility: 〜を前提にした数字です ("these figures assume …").
