Meaning

whatever … may be; regardless of …

N + はどうあれ / はどうであれ sets aside the unknown value of X and states a conclusion that holds anyway: 理由はどうあれ、暴力は許されない = "Whatever the reason, violence is not allowed". あれ is the classical imperative of ある used as a concession ("let it be"). X is usually 理由・結果・事情・真偽・形.
