〜ないとも限らない is a double negative meaning "one cannot say it will never happen", i.e. "it might". It points to a small but real possibility of something bad and usually leads to a precaution: 事故が起きないとも限らないから、保険に入っておこう.
Both speech and writing, cautious tone. Used for warnings and justifying precautions. Compared with かねない (a fairly likely bad outcome), ないとも限らない is more tentative: "you never know".
