Meaning

as long as; to the extent of

〜限り means "as long as (a condition holds)". While the condition in the first clause is true, the second clause is guaranteed: as long as I live, I will protect you; as long as you don't give up, there is a chance. It also appears in できる限り ("as much as possible").

Both registers, slightly formal. The condition is a state (Vている, Vない, N である, Aな + な/である). The second clause is a promise, guarantee or general truth, not a one-time past event.
