〜に限って has two faces. (1) Unlucky coincidence: "it is precisely when X that (something bad happens)": the bus never comes exactly when I'm in a hurry. (2) Trust-based denial: "X of all people would never…": my child would never do such a thing.
話し言葉寄り, emotional. Use (1) takes a time or situation noun (急いでいる時・傘を忘れた日) and a negative event. Use (2) takes a person or group the speaker trusts (うちの子・あの人) followed by 〜はずがない / 〜わけがない / 〜ない.
