Meaning
cannot help (doing), cannot stop oneself from
〜ずにはいられない means "cannot help (doing), cannot stop oneself from…". The feeling or action arises naturally and irresistibly: whenever I see that film, I can't help crying; it was so funny I couldn't help laughing.
書き言葉寄り; the spoken form is 〜ないではいられない (lesson 95). It attaches to the Vない stem + ずに (する → せずに). The subject is the speaker (first person); for a third person add ようだ / らしい / のだろう.
