Meaning

without …ing; without having to …

〜ずして is the classical way of saying 〜ないで / 〜せずに: "without doing X". 戦わずして勝つ = "win without fighting". It is compact and dignified, which is why it lives on in proverbs, headlines, and formal prose. A special use is the rhetorical question 〜と言わずして何と言おう ("if not X, then what?").
