Meaning

X, yes, but never Y; there may be X, but …

〜こそすれ and 〜こそあれ strongly affirm one thing so as to deny another. 感謝こそすれ、恨むことはない = "Gratitude, yes; resentment, never". こそすれ follows a verb stem or する-noun; こそあれ follows a noun meaning "there may be X, but". Both come from classical Japanese and sound literary.

Written and formal spoken Japanese: essays, speeches, literary dialogue. こそすれ is followed by a negative (〜ことはない・〜はずがない); こそあれ is usually followed by a statement that the difference is minor (基本的に同じだ). Rare in casual speech.
