Meaning

V意向形 + にも + V可能形ない repeats the same verb to say "I would … if I could, but I can't". 起きようにも起きられない = "I'd get up, but I can't". The first verb (volitional) is the intention, the second (potential negative) is the block. A reason is usually given first: fever, no wallet, no contact details.
