Vる + ばかりになっている says that all preparation is finished and only the final step is left. 出発するばかりになっている = "All that's left is to leave". 〜ばかりだ is the shorter, sentence-final version, and 〜ばかりにしてある means someone has prepared things to that point. This is completely different from Vた + ばかり ("just did").

Both spoken and written, neutral. Common in cooking, travel, event preparation, and work: 温めるばかり・出すばかり・印刷するばかり・あとは〜ばかりだ. Often preceded by あとは ("the only thing left is").
