Meaning
from (that point) on; with … as the dividing line; before and after …
〜を境に draws a line at one point in time or space and says that things on one side are different from things on the other. 境 (さかい) means "boundary". Before X it was one way; after X (or beyond X) it is another way.
Mainly written and semi-formal spoken Japanese: essays, news, biographies, and explanations of change. Used with turning points in a life (四十歳・結婚・事件) or physical boundaries (川・山・国境). Neutral in tone; the change can be good or bad.

The clause after を境に usually describes a lasting change: 〜ようになった, 〜なくなった, 〜が変わった. Spatial uses (川・山・国境を境に) are neutral descriptions of geography, not changes over time. Adding して or として makes the phrase heavier and more formal; plain を境に is fine in most writing.

On the exam
- In 文法形式の判断, a noun that is a point in time or space followed by a contrast (before ≠ after) signals を境に.
- The usual distractors are を機に and をもって. If the main clause is a state that changed (変わった・なくなった), pick を境に; if it is a chosen action, pick を機に.
- In 並べ替え, place を境に right after the boundary noun, and put the changed state at the end.
