Meaning
no matter what/how …; even if …
Volitional form + が / と means "whatever happens, even if X, (it makes no difference)". It is a stronger, more detached version of 〜ても. The speaker is declaring that X has no effect on their decision or on the outcome, so it often sounds resolute or indifferent.
Both registers, but with a literary flavour. Common with question words (何と言おうが, どんなに高かろうが) and endings like 勝手だ, 自由だ, 関係ない, 私は〜する.

Paired volitionals (降ろうと…吹こうと) list conditions that all fail to stop the event.

Repeating the pattern (〜ようが〜ようが) lists extreme alternatives that still change nothing. The second clause states a fixed decision or an unaffected outcome; it is not a suggestion or question. が and と are interchangeable here; と is slightly more literary.

- A question word (何, 誰, どんなに, いくら) + volitional + が/と is the giveaway; check that the sentence ends with 勝手だ / 関係ない / 〜しない.
- The main distractor is the plain conditional (〜ば / 〜たら); those make the outcome depend on X, the opposite of this pattern.
- In 並べ替え, keep the volitional and が/と together, then look for the adverb (どんなに / いくら) to lead.
