Meaning
whether … or not (it makes no difference)
V-volitional + が + V + まいが (or と…まいと) sets out both possibilities, "do X or not do X", and says the result is the same either way. まい is the literary negative volitional ("will not"). The pattern is a two-sided version of 〜うが.
