Nと相まって means that N combines with something else and together they produce a stronger effect: 好天と相まって、祭りは賑わった "coupled with the fine weather, the festival was very lively". N1とN2が相まって names both factors explicitly.
Formal 書き言葉: news reports, analyses, reviews, business reports. In speech people say 〜も加わって or 〜と一緒になって.
