Meaning

Both patterns take a noun of ability, power or resources. 〜をもってすれば = "if one uses X, then (a good result is possible)": 彼の実力をもってすれば優勝も夢ではない. 〜をもってしても = "even using X, (the result was still impossible)": 最新の医療をもってしても治せなかった. The first is optimistic, the second is a concession ending in a negative.
