〜に(は)当たらない says that a reaction is not called for: 驚くには当たらない = "there is no need to be surprised". 当たる here means "to correspond to, to be appropriate". It works only with verbs and nouns of evaluation or emotion: being surprised, praising, blaming, admiring. A reason is usually given (it was to be expected).
