Meaning
if only …; and yet … (regret or reproach)
〜ものを expresses regret or mild blame about something that did not happen: 言ってくれれば手伝ったものを (if only you had told me, I would have helped). The first half is often a conditional ば, and the second half (which may be left unsaid) shows the bad result of not doing it.
Spoken and literary Japanese, always emotional. The speaker blames the listener or a third party, or laments their own missed chance. The sentence can end with ものを, leaving the rest implied, which sounds even more reproachful.
