Meaning
X is one thing, but (even more) Y …
〜もさることながら admits that X is notable and then says Y is even more so: 味もさることながら、雰囲気も素晴らしい (the food is great, but the atmosphere is wonderful too). さること = "that which is so"; the phrase says "X is indeed so, but…". It focuses attention on Y.
Formal speech and writing: reviews, speeches, presentations, praise. Mostly used for positive evaluations. Both X and Y are usually nouns, and Y is often followed by も or が.
