Meaning
Deliberately changing something's state (transitive counterpart of 〜くなる / 〜になる).
〜くする and 〜にする mean "make something (a certain way)": 音を小さくする = turn the sound down (make it small), 部屋をきれいにする = make the room clean. い-adjectives drop い and take くする; な-adjectives and nouns take にする. Compare with なる: 音が小さくなる = the sound gets quieter by itself; 音を小さくする = someone makes it quieter. So なる is the change happening, する is a person causing it. N + にする also means "decide on / choose": コーヒーにします = I'll have coffee.
Requests and instructions (テレビの音を小さくしてください), describing changes you made (髪を短くした), rules (部屋をきれいにしておく), and ordering or choosing (これにします). Used in every register.
