〜始める "start to": 降り始めた neutrally says rain started. 降ってきた adds the feeling that it came toward the speaker, often unexpectedly.

〜ていく / 〜てくる (change and direction over time): 降ってきた means rain has started and reached the speaker's present; 降り始めた simply names the start.
