Meaning

Not necessarily… / not always…

〜とは限らない says a general rule has exceptions: 高いものが必ずしもいいとは限らない = expensive things are not necessarily good. Literally "it is not limited to…". It does not deny the rule; it just says "not always".

Essays, opinions, warnings against overgeneralizing. Almost always with 必ずしも, いつも, 誰でも, 全部, どこでも.
