Meaning

Although I say… / even though it's called…

〜といっても admits a label and then shrinks it: 日本語ができるといっても、簡単な会話だけです = I say I can speak Japanese, but it's only simple conversation. The first half sounds impressive; the second half brings it down to reality.

Speech and writing, modesty and clarification. Sentence-initial とはいっても / といっても = "that said".
