Meaning
as, in the capacity of; even as / even if
〜として means "as, in the capacity of": he came to Japan as an exchange student; as his mother, I can't approve. 〜としては adds "speaking as / for one's part". 〜としても is different: "even if / even supposing": even if I go, it'll be a day trip.
Both registers. として follows nouns (role, status, standpoint). としても follows plain clauses (行くとしても) or nouns (学生としても) and introduces a concession. Do not mix them up: として = role, としても = even if.
