Xは言うに及ばず、Yも says that X is obvious, and adds the less expected Y. 国内は言うに及ばず、海外でも高く評価されている = "Not to mention Japan, it is highly regarded overseas too". 言うに及ばない means "there is no need to say". 〜は言うまでもなく is the same idea, slightly more common.
