Meaning

Xと言わずYと言わず names two examples and implies that everything else is included too: 顔と言わず手と言わず、泥だらけ = "face, hands, everywhere covered in mud". It literally means "without saying X, without saying Y" — no need to name each part; the whole is affected. Usually describes an extreme, often unpleasant, state.

Written and formal spoken Japanese, descriptive prose. The two nouns are parts of a whole or contrasting halves: 昼 / 夜, 壁 / 床, 顔 / 手, 平日 / 休日, 国内 / 海外. Not used in casual chat.
