Meaning

Xときては / ときている presents a situation (often a list of facts) as the basis for a natural judgment: 給料は安い、残業は多いときては、辞める人が多いのも当然だ. ときては connects to the judgment; ときている ends the sentence to mean "and on top of that, X".
話し言葉寄り; also in light commentary. The tone can be critical or admiring (優秀なうえに性格もいいときている).
