Meaning
when it comes to … (complaint)
Nときたら raises N as a topic and then complains about it: うちの息子ときたら、昼まで寝ている. N is usually someone or something close to the speaker (family, coworkers, one's own things, a familiar service), and the second clause expresses dissatisfaction or exasperation.
話し言葉: casual complaints among friends and family. Avoid in formal writing, where 〜については or 〜に関しては is used.
