〜と言っても過言ではない makes a big claim and defends it: "Even if I say X, it is not an overstatement". 過言 (かごん) means "exaggeration". Speakers use it in praise, evaluation, and argument when the claim sounds strong but they believe it is justified.
Formal written and spoken Japanese: speeches, essays, reviews, presentations, award ceremonies. Polite: と言っても過言ではありません. Do not use for trivial claims; the sentence before it should be genuinely strong (代表する・変えた・最高の).
