Meaning

not even (a single) …

一 + counter + たりとも + negative emphasises that not even the smallest unit is allowed or possible: 一秒たりとも無駄にできない "cannot waste even a single second". It is formal and strong, typical of resolute statements and prohibitions.

Formal speech and writing: declarations, rules, military-style resolve, business commitments. 何人(なんぴと)たりとも "no one whatsoever" is a fixed legal phrase.
