〜に足る means "good enough to deserve X": 信頼に足る人 (a person worthy of trust), 満足するに足る結果 (a result good enough to be satisfied with). The negative 〜に足りない means "not worth": 取るに足りない (trivial, not worth picking up). 足る is the classical form of 足りる (to be sufficient).
