Meaning
extremely …; the height of … (usually negative)
Na-adjective stem + 極まる / 極まりない means the quality has reached its very limit: 失礼極まりない "extremely rude". Surprisingly, 極まる and 極まりない mean the same thing; the ない does not negate. Both are used mainly with negative qualities like 失礼, 危険, 不愉快, 遺憾.
書き言葉 and formal criticism: editorials, complaints, official statements. In speech people say 非常に失礼だ. Do not use it to praise.
