Meaning
"must not ~ / may not ~" (prohibition).
て-form + はいけません means "you must not ...": ここでタバコを吸ってはいけません "You must not smoke here". It is a firm rule or prohibition, used on signs, by teachers and parents, and as a "no" answer to てもいいですか. In speech ては often becomes ちゃ (食べちゃいけない) and there is a casual version てはだめです.
