Meaning
Turns a verb clause into a noun ("-ing", "the fact that") so it can be a subject or object.
の and こと turn a verb clause into a noun, like English "-ing" or "the fact that": 音楽を聞く (listen to music) → 音楽を聞くの / 聞くこと (listening to music). Then the clause can be a subject or object: 音楽を聞くのが好きです. Use の when you see, hear or feel the action directly (歌っているのを聞いた = heard him singing). Use こと at the end of a sentence before だ/です (趣味は写真を撮ることです) and with verbs of talking and deciding (話す, 伝える, 約束する, にする, になる, できる).
Everywhere: likes and dislikes (〜のが好き), skills (〜のが上手), difficulty (〜のは難しい), hobbies (〜ことです), perception (〜のを見た / 聞いた), and set patterns (〜ことができる, 〜ことにする). With 好き, 嫌い, 上手, 難しい, 忘れる, 知る, either one works; の is more conversational.

Quick rule: the five senses and helping/waiting/stopping go with の; talking, promising, deciding and sentence-final です go with こと. In writing, こと is a little more formal; in speech, の dominates where both are possible. The subject inside the nominalised clause takes が (or の): 彼が来るのを待っている.

- If the verb after the blank is 見る / 聞く / 見える / 手伝う / 待つ, choose の. If the sentence ends with です or the verb is 話す / 伝える / 約束する / できる, choose こと.
- The trap 〜のです at sentence end looks fine but is wrong for "is doing X"; choose 〜ことです.
