〜ようになっている

is set up so that… / is designed to… (mechanism or system)

〜ようになっている explains how something works: このドアは自動で開くようになっている "this door is designed to open automatically". It describes a mechanism, rule or arrangement that is already in place, not a change. Compare 〜ようになった (a change happened) and 〜ことになっている (a rule people follow).

Explaining machines, buildings, systems and procedures; product manuals, guided tours, customer explanations. Polite: 〜ようになっています.

  Describes a change (ability or habit gained). ようになっている describes an existing set-up.

• 〜ことになっている

  A rule or schedule agreed by people, not a physical mechanism. Compare side by side

• 〜てある

  A state created by someone's action (鍵がかけてある). ようになっている is how the whole system behaves. Compare side by side
