Meaning
(1) "I hear that ~", "it is said that ~" (hearsay); (2) "that means ~", "in other words" (conclusion).
For hearsay it usually follows a source phrase like 〜によると. For the second sense it restates what the facts add up to; とのことだ is the more formal hearsay variant.
