〜について / 〜についての

About… / concerning…

〜について marks the topic of talking, thinking, writing, or research: 日本の歴史について調べる = research about Japanese history. Before a noun use についての: 環境問題についてのレポート. Think of it as the content you deal with, not a person you act toward.

Everywhere: presentations, essays, questions (〜について教えてください), reports. Formal alternative: に関して. Casual: 〜のこと.

   については: raising a topic to comment on it.

   については in business Japanese.

〜について is more specific/direct than 〜に関して (formal, broader scope). Not used for attitude toward a person (use 〜に対して). について can follow a clause with こと: 留学することについて相談した.
