Meaning
it is necessary to… / need to…; there is no need to…
〜必要がある states that something needs to be done, as an objective fact: パスポートを更新する必要がある "you need to renew your passport". The negative 〜必要はない means "there's no need to": 心配する必要はありません. It is more formal and neutral than 〜なければならない.
Explanations, instructions, reports and advice. With a noun: N + の必要がある or N + が必要だ (ビザが必要だ). Everyday speech also uses it, especially the reassuring 必要はない.
