The common idea is: X is what determines or brings about the result.
Formal to neutral; very common in written Japanese, news, and formal speech. により is the more formal written form; による is the noun-modifying form (地震による被害 = damage caused by the earthquake). In casual speech, で often replaces the cause and means uses.
