Meaning

even if; whether … or … (formal concession)

〜にしろ / 〜にせよ are the formal versions of 〜にしても: "even if X" or, when doubled, "whether A or B". The speaker concedes X but asserts that the conclusion holds anyway, often with a critical or firm tone: 理由があったにせよ、無断欠勤は許されない. にせよ is the most written of the three.

Formal speech, essays, business, and news. にしろ is acceptable in firm spoken instructions (どちらにしろ = either way). In casual conversation people use にしても or ても.

    いずれにせよ is a set phrase meaning "either way".

    たとえ strengthens the concession; nouns attach without だ.
