Meaning
"although ~", "despite being ~" — a concession, not simultaneous action.
This is the concessive ながら, distinct from the N5 "while doing" ながら: here it attaches to adjectives and nouns as well, and the two clauses contrast.
Somewhat literary; common in set phrases such as 狭いながらも and 残念ながら.
