Meaning
shall …; is to be …; shall be deemed … (rules and contracts)
〜ものとする is the language of rules, contracts, and regulations: 会員は年会費を納入するものとする = "Members shall pay the annual fee". It states what is to be done or how something is to be treated, without addressing anyone directly. 〜ものとみなす means "shall be deemed".
Written legal and administrative Japanese only: contracts, terms of service, bylaws, school rules, official notices. Never in conversation. Polite ものとします appears in terms of use.
